概要	Summary
中村哲氏は医師で、1984年以来、パキスタンとアフガニスタン東部で医療活動を行ってきた。21世紀に入り、空爆とその後の政情不安による治安悪化の中、中村氏は、気候変動による旱魃と農地の砂漠化に見舞われた現地農民を救うには、農地の回復こそが最大の「医療活動」と判断し、この灌漑事業を始めた。対象としたクナール川は、利根川の1.8倍の流域面積を持ち、7000m級の山々を水源とする急流河川である。そこで、現地農民の石工としての技術と無尽蔵にある石材を活用し、江戸時代の日本の土木技術を参考として、長さ385mの「巨礫積み斜め堰」を建設し、年間を通じた安定取水（最大4.5m3/秒）を可能にした。また、全長25kmに及ぶ用水路を現地農民の協力を得て完成させ、3000haの農地の開発・復元に成功した。	The Japanese medical doctor Dr Tetsu Nakamura has been providing medical services in Pakistan and in the east of Afghanistan since 1984. He recognized that the restoration of agriculture is the ultimate “medical service” to help the villagers who were severely affected by conflict and drought due to climate change. Dr Nakamura constructed a 385-meter-long “Oblique Weir with Boulders,” mobilizing the Japanese 18th century technique, and developed a stable irrigation intake from the steep Kunar River, along with a 25-kilometer-long canal. The technology was primitive however very practical, and successfully rehabilitated 3,000 ha of agricultural land, despite limitations of budget, hydrological and geographical data, construction techniques or materials.
